It is worth mentioning that AR had recruited three Chakmas and one Nepali citizen against various posts like armour, clerk, radio operator etc which were exclusively reserved for tribal youths of Arunachal Pradesh.

Degrees and more degrees

Dear Editor,

Through your esteemed daily, I would like to highlight the problems of the poor students who have done their graduation and post graduation so that concern authorities look into it. These days even after toiling for years just to get the certificates, one has to go for extra professional degrees which are made mandatory for every interview.

For clerical jobs, candidates have to have one year course of computer training certificate while teachers need Bachelor of Education certificate. These courses are not cheap as it comes for Rs.12000 and Rs.1 lac respectively.

From where will the poor parents manage those extra degrees for their children after they had invested so much of their blood and  sweat just to make their children get the graduation and post graduation certificates?

Why don't the concern authorities make the professional degree certificates mandatory after one is absorbed in government jobs? Even few years back, B.Ed was done by the teachers through in-service deputation, which in my opinion was  and  is the best.

Yours,

Akiram Siram

Make way for the fresh blood

Dear Editor,

Consecutive two test series defeat abroad and eight consecutive Test losses overseas have at last proved that Mahendra Singh Dhoni is the worst captain in Indian cricket history. Dhoni should immediately resign as captain. Else the selectors should remove him from the highest pedestal. If Sourav could be barbarically sacked from captainship immediately after the southpaw led India to Test series victory in Zimbabwe and scored a brilliant century in the Bulawayo  Test; there lies no reason why Dhoni should be retained as skipper after such dreadful result. He was never a good wicketkeeper. His batting skills have also presently deserted him. He should leave the international arena and return to domestic cricket to hone up his skills. The Adelaide Test has proved that Wriddhiman Saha is presently the best wicketkeeper of India who is also a very good batsman as well. Thus he should be promptly included in Dhoni's place. The trio of Sachin-Dravid-Laxman are nothing but liabilities. They should either call it a day or be sacked. By rejecting and overlooking the religious failures like Ishant Sharma, Praveen Kumar, Sreesanth, Munaf Patel and Rudrapratap Singh; the selectors should immediately bring the likes of Ashok Dinda and T.P.Sudhindra who have excelled themselves in domestic tournaments. And the Srikanth-brigade should repent their brutal action against Sourav Ganguly in 2008 who was forced to retire when he was the leading Test batsman of India (from late 2006 to mid 2008) and averaged 54 in his last Test series against Australia. They should make amends by not only recalling him in the Indian team, but also honouring him with captainship. IPL 2010 and 2011 and this season's Ranji Trophy have proved that atleast two years of brilliant cricket is still left with him and also he is presently inferior to none. It was the skipper Sourav who raised the match-fixing scarred, defeated India of 2000 from the dumps to one of the mightiest team of the world. Again only Sourav has the broad shoulder to reinstate the team to a high pedestal, from where Dhoni has spinelessly brought it down.

Bring North-East out of its current mess

Dear Editor,

We often talk about the outside immigrants who have migrated into our land to make their fortune by seeking jobs or looking for business opportunities. Sooner or later our people too are going to migrate elsewhere in the country in search of job opportunities.

According to the National Skill Development Council (NSDC), a public-Private Partnership initiative, 14 million people are expected to move out of the North-east between 2011-2021in search of job. Between 2011-2021, the region will have only 2.6 million more jobs as per their study on development and employment generation potential of North-Eastern states.  And half of this demand will be in Assam alone, which are about 1,234,357 jobs. As opposed to the low demand there will be supply of 17 million skilled people in 2011-2021, an excess of 14 million job seekers.

About 3, 75,311 persons from the North-East migrated to other states in 2007-2008. Most of the migrants were from Assam, followed by Sikkim and Tripura till date.

The NSDC has also identified the critical area where people will be looking for jobs: Industries, Construction, Horticulture and Fruit processing, hospitality, handloom and handicraft, IT, repair services, mining and plantation. However, Hydro-power has been identified as top potential sector in the region.

All the seven states in the region are granted a “Special Category” status by the Government of India which means these states receives 90 per cent of plan assistance as a grant, and just 10 per cent as a loan, as against the norm of 30 per cent grant and 70 per cent loan for other states. But the number of migrants has increased by 2010. One may ask why this happened. There is no clear-cut answer, but endemic corruption and poor management of funds are the two main reasons identified by many analysts. The funding pattern evolved over the years has given rise to a nouve rich class comprising mainly of the corrupt politicians, a section of bureaucrats and businessmen in the region. The other issue is, people in the North-east have been indoctrinated by their leaders to look at themselves as victims of a conspiracy hatched by central leaders and people of rest of India in general. The truth is, no one has the time or inclination to do so.

Many optimists, like me, are convinced that the North-East has several things going for itself to catch up with the rest of the country. Unlike most other states, North-East has a very high percentage of literacy. This itself should be a major strength. Arunachal Pradesh has so much water resources available that it can produce about 50,000 MW of electricity through hydro-projects. This huge energy will not only mitigate the power crisis of the region but also can be exported to the neighbouring countries as well. Another point that the North-East has in its favour is the proximity to South-East Asia, identified by economic experts as the boom area of the 21st century, as South-East Asia is best accessed from North-east India. The big question however is, who will do this? Not the retired mandarins. Not people from Delhi. Not people from rest of India. Ultimately, it is the civil society, well-meaning politicians and committed bureaucrats, who will have to take the lost cause and bring North-East out of its current mess.

Arunachal needs a cricket stadium

Dear Editor,

I would like to thank the Chief Minister for delivering much needed steps by enhancing the meritorious sport quota, and giving sports policy a priority. As I am lover of cricket, I would like to appeal him to please allot a stadium to Arunachal cricket Association, as our state is affiliated to BCCI.

The association is in weak financial state. In spite of every odd, our players have excelled in many tournaments. I can assure that if we have our own cricket ground, then Arunachal will soon emerge as a champion. Football has abundant natural play grounds in every town of the state, so please donate at-least one cricket ground.

Yours,

Mountains and sustainable development

Mountains play a critical role in maintaining agricultural biodiversity and a regulating role for micro climate and the monsoon precipitation. Mountains store an immense amount of water and gradually release it to support lives and livelihoods downstream. More than half of humanity relies on freshwater from mountains to grow food, produce electricity, sustain biological diversity and provide drinking water.

The Hindu-Kush Himalayan Mountains are vital to the 1.3 billion people living in downstream in 10 major river basins. They are the major source of water in the dry season. It plays a significant role in agriculture and food security in the region in many ways.

However, the experts feel that in mountain environments such as the Hindu-Kush Himalayan region, the prevalence of poverty is high. In spite of being abundant in water, people in the region have difficulties with access to water and energy, and hence water and energy development are important.

This is a much bigger problem than inefficient use or over-use of water prevalent in many parts of the world. While over use and inefficiency deserve attention, the solutions for lack of access differ greatly and require different actions.

What happens to mountains is of global concern – whether or not there will be enough food and energy for all will depend in part on what happens in mountain regions. Mountain problems are special due to their remoteness, unique ecosystems and fragility. Their importance must therefore never be overlooked and should be properly recognized in global climate change and sustainable development negotiations.
